RE: associating constant feature sets with URLs

I wonder if you wouldn't be better promoting the secure hash
and making the URL itself optional; at least for some protocols,
you don't need a URL to decode an otherwise unrecognized feature
set, since you can just ask the device for an expansion.

Is delegation actually useful?
