BCP 31, RFC 2506 on Media Feature Tag Registration Procedure (fwd)

The Registration procedure has now been issued as an RFC/BCP;
see below.  The last edits on the syntax document are now also
complete, and I hope that RFC will be issued just prior to
the Minneapolis meeting.
