Update milestones

I have just sent messages to Keith and Patrik
asking for IETF last calls on

draft-ietf-conneg-requirements-02.txt

and

draft-ietf-conneg-feature-syntax-er-00.txt

I have also asked that feature-sets-at-urls
be taken off our list of drafts, since it has
been superseded by later drafts.  That leaves us
four drafts to consider and complete.  My proposal
for milestones on these drafts is below; please
send comments and counter-proposals to the list.
