Assuming the mechanisms for handling priority and emergency calls in the
network are often different.
Is it possible that a call be assigned both as an emergency call and a
priority call (as shown in the example of my previous email)? 
If the answer is yes, how the call is handled? Is it considered an
emergency call or a priority call?

Emergency and priority are independent elements, despite the tendency of
many to build some equating relationship between the two.  For instance,
I may have a priority call that is not an emergency call.  And not all
jurisdictions may equate an emergency call with a priority call.  While
handling an emergency call is certainly urgent, the mechanisms for
handling priority and emergency calls in the network are often
different.

There is some analysis done and recommendations made in H.248.44.

According to the ABNF, it's possible to set both emergency and priority
context attributes in an action request.

For example:

Transaction = 202 {
    Context = 5 { 
       Emergency,
       Priority = 4,
        Modify = ip/10/if3/2 {
        ...

What is the meaning of such a command? Is it only semantically
permitted, but not practically used? Am I missing something?
