Hi, I hope your scenario fits case 1 of 7.1.9 of standard doc and you seems to be right. "The MG waits for a new Events Descriptor. While waiting for a new Events Descriptor, any events detected that appear in the EventBuffer Descriptor will be placed in the EventBuffer." your event buffer control seems to be LockStep else events in buffer would have been discarded and buffereing would have no meaning.
