[H.248.92] proposal for seplink package version 2

fyi, we've upload contribution C-685 for coming SG16 in February:

H.248.92 Release 2: additional support of "intra-Termination interlinkage" (seplink package version 2)

That interlinkage capability might be benficial for protocol stacks and H.248 stream mapping as discussed for WebRTC and telepresence (CLUE), with or without H.248 stream goruping (H.248.STGROUP).
