Hi all,

The below announcement is for the latest SIMCO version.  The -07 version 
has incorporated only minor changes compared to -06.  Changes made are more 
editorial changes related to observations made in 
draft-stiemerling-midcom-simco-interop-00.txt .

   protocol, this version 3 uses binary message encodings in order to
   reduce resource requirements.
