protocol draft issues & process

Folks,

We still have open issues (marked "pending" on the
issue list in the web). Please note that we need to
decide what to do and get consensus before being able
to move forward. So, please take a look at the open issues
and post your suggestions and/or opinions. This
is particularly important for the technical issues;
for the editorial ones we can let Pasi handle them.

We will also discuss the remaining issues in the
meeting on Wednesday.
