If it would be out of charter, then it wouldn't be in the issue list
at all, as it would be non-issue... :-)

But it is closed and will not be opened as far as I have understood.

The working group decided that it is not a concern to create mutliple
IKE SAs and did close issue 8. Thus there is no reason to restart the
discussion about this same issue again here.
