I think that when Vijay said "MOBIKE" he meant the system
composed of IPsec, IKEv2, and MOBIKE. Essentially, its
the IKEv2 messages and IPsec AH/ESP packets that need to
use an address. There may be some MOBIKE control messages
too, but those are carried on top of IKEv2. And MOBIKE
exists for the reason that it should help IKEv2 and IPsec
traffic to go to the right address.
