RE: issue 11 -- window size

I think we should expect implementations to support a window size > 1.  I
think eventually people will need to do this for things like DPDs, DELETEs,
Notifies, rekey overlaps, etc... to work properly.

Remember that the bakeoff implementations haven't been deployed yet.  They
haven't suffered the consequences of a very small window yet.
