RE: issue 11 -- window size

Because then you would need to keep track of too many lists of messages.
Currently, we already need to keep track of the window of messages I send to
the peer, as well as a window of messages the peer sends to us.  If we use a
separate message ID space, we would need to keep those two windows, and on
top of that, we'd need to keep another 2 just for the MOBIKE exchange.
