Option 3, "Initiator decides". Reasons:
- Simple. Very simple in the mobile client connected to
stationary gateway case.
- Makes it easy to get the same address pair for both directions.
This is important for two different reasons. First, it simplifies
things if the network contains stateful firewalls or NATs. Second,
it's straightforward to implement typical mobility cases, e.g.
laptop can move both upstream and downstream traffic from GPRS
to WLAN or vice versa, even if both interfaces work.
- It does not prevent us from doing the non-mobile multihoming cases
either, e.g. gateway-to-gateway.
