many issues that will lead to a document
change.

I tend to agree that its better to have a single mechanism
that simply replaces the set, rather than a "diff" scheme.
The latter would work better when there's a very large
set of addresses, but I think simplicity is more valuable
than covering that case. In any case, we know that there
are other limitations in our technology for dealing with
large address sets, e.g, ability to probe for a working
address pair.

I would understand the SPD entry update if we
were talking about transport mode, however.

I think the link is explained. 2.2 says: "The recipient
stores this information, but no other action is taken
at this time." Presumably somewhere else we have
text about what to do when you fail.

Suggestion: unless we can see a more specific
case where there's a problem, I don't see a need
to change the document on this point.
