Mobile IP protocol is for carrying IP-layer mobility signaling and related information. It is not a generic host configuration protocol. So, carrying any config information over this protocol is not justified. Saying but "we are already doing Mobile IP" opens the door for carrying *any parameter* over *any protocol that runs between the host and access network*. Does this make sense? On the other hand, there might be some functional overlap between protocols due to some historical or exceptional reasons. But I don't think this gives us a free ticket to do whatever we like.
