fast handover protocol

Hi all,

I have some problem understanding the fundamentals of
handovers. 

In fast handovers, is the 'disconnect-reconnect'
sequence independent in the time sequence. I mean,
when does that sequence exactly happen in time.is it
as soon as we send the F-BU or is it that we try to
make sure that we send the F-BU before the
disconnection happens??thanks all in advance.
