IRTF list created for IP Mobility work

Hello,

Following up on the IP Mobility bar BoF that was held at IETF57, we
now have a mailing list setup for the work (thanks to Vern). The
address for subscribing to the list is:

and type subscribe in the body.

The next step will be to get a grip on the charter and the scope of
the work items.
