An HMIPv6 domain is only limited by the administrator's
networks design. Factors include: route optimality, traffic
load and signalling load given the number of MAPs in the domain.

So given the above, there is no reason why FMIPv6 cannot be
done between MAP domains. There are several flavours that
can be designed. The HMIPv6 draft talks about one model
of combinding both, draft-jung talks about a couple of ways
of doing that (F-HMIP). But there hasn't been enough discussion
on the list to reflect concensus on a specific mechanism.
