=> Ideally, the HOTI message should be sent when the tunnel
is up. I.e. after the BU was acknowledged. Of course the MN
can send the message before it receives the ack (but after 
sending the BU) at the risk of HOTI being dropped by the HA
because the BU was lost.

=> If the MN sent a BU to AR1 then yes it can. But since
you say that HMIPv6 is used, the MN would likely
send the BU to the MAP. This is why I think MIPSHOP
should look into the coexistence of HMIP and FMIP. 
One of the alternatives in the F-HMIP draft could do this 
trick.
