Fwd: message tracking proposed agenda

This is the agenda that Tony has proposed.   It pretty much agrees with my
thinking, except that I have added a section to review the decisions made 
in Adelaide.   Keith Moore questioned the need for a new query protocol 
on a separate port, and we need to have our powder dry before we carry 
on.   The result is an overall architecture that will want to express 
somewhere, and I don't see a document vehicle for doing that right now.
