No it does not.  It checks each independently.  See my previous post to 
your question.

SPF never does that, please do not confuse PRA with SPF.

SPF 2.0 won't, because its tied to PRA.  That does not preclude SPF 3.0 
using the syntax of proposed SPF2.0, which would superscede SPF1 and 
really be the second generation of SPF1 (because SPF2.0 was *not* second 
generation of SPF, it was hijacking to a completely different usage and 
meaning (PRA))
