I agree that the combined HELO+MAILFROM semantics somewhat limit the 
expressiveness of SPF, but as those semantics have been clear since the 
earliest days of SPFv1, I don't think this is a significant problem.

SPF doesn't do that.  Sender-ID does.  Complain to Microsoft and the IESG.
