  Exactly.  Which is why a two-level system solves a lot of those issues.

  Did you have comments about a two-level system, or were you just
agreeing that one-level reputation systems are problematic?

  Tying multiple first-tier reputation services together won't help.
The result is still a first-tier reputation service.
