Closing issues in the issue tracker

Hello folks,

I think it would be advantageous for several reasons if the
issue tracker were updated with suggested resolutions of issues
that have been raised.  In other words, if the document is
revised to resolve an issue, the issue tracker should show the
text that is supposed to resolve the issue.

Otherwise, it can be difficult for the person originally submitting
an issue ticket to the Issue Tracker to know whether the issue has
really been resolved.

Moreover, the issue tracker "ought" to provide a record of the
progress of the document as issues are resolved.  Without showing
the revised text, there isn't really any record of what happened or
why certain decisions were made.
