Yes, that is correct for MH.
For the MR cases, any application running on the Host can cope with that
change (==TCP retransmits).

IT depends what one means by 'mobility support' - on the MR or in the
network?
MR-based mobility support is needed on the MR for some kinds of
applications on Host to continue working.
Infrastructure-based mobility support is alternatively needed on the MR
for some kinds of applications on Host to continue working.
A mix of infrastructure-based mobility support and MR-based mobility
support is needed for some kinds of applications on Host to continue
working.
The 3 statements are valid simultaneously.
We can't just say that _only_ MR-based mobility support is needed.
