IPv4-only solutions is not my intended meaning. I agree that the
mobile hosts/routers should only support IPv6 applications (and
not IPv4 apps) but that support can be enabled over either IPv6
or IPv4 access networks through tunneling.

No, this is not a new protocol for IPv4. It is IPv6 Neighbor
Discovery over tunnels over either IPv6 or IPv4 access networks.
