It seems a bit late to comment on the text. The charter text looks fine but I have one comment on para 3:
"Routing based proposals must not propagate routing updates outside the IGP routing domain."

That sounds pretty old-fashion operation because even in an operator's domain we uses multiple ASes that 
independent each other in IGP point of view. So I suggest that using a word of "administrative domain" defined in RFC3753, instead of using "IGP routing domain", such like:

"Routing based proposals must not propagate routing updates outside the administrative domain."
