It is basically to protect the global internet wide routing system 
stability. Assume that a DMM solution adds/removes small aggregates and 
host routes in a ferquent pace (as it is expected with millions of 
mobile nodes) that could contribute in an unwanted way to global routing 
infrastructure churn and route oscillation.
