I believe so, too.

If you have an argument for a command, it suggests extensibility, and
extensibility by keywords suggests a registry.  An conversely, if a regis=
try
makes no sense, perhaps the keyword-argument should be the command.

IIRC, an IANA registry can be extremely conservative in what it accepts, =
if it
wants to.
