[NNTP] New NNTP COMPRESS command

Hi all,

A new NNTP command is currently discussed on news.software.nntp to=20
activate a compression layer.
The current draft of the COMPRESS command is here:
     https://tools.ietf.org/html/draft-murchison-nntp-compress-02

Interoperability is proven:  both a news client (flnews) and a news=20
server (INN) have already implemented it.

As far as security is concerned, authentication MUST be done *before*=20
activating the compression layer (in other words, AUTHINFO is no longer=20
valid after a successful use of COMPRESS).
