Since PGP/MIME came from the OpenPGP WG, I think it would be reasonable
for this to go in the OpenPGP WG as well.
The charter also already calls out two examples of updates to PGP/MIME,
so I think this should be in scope as well.

I haven't read the whole draft yet but the high-level idea also seems
reasonable to me.
