[openpgp] IETF datatracker password requirements change

Hiya,

We use the IETF datatracker for various things, including attending
meetings. As per a recent announcement, [1] you may need to change
your password. A quote from that says:

"Beginning with a Datatracker update scheduled for 8 July, after the I-D
submission deadline for IETF 123 Madrid has passed, passwords for the
IETF Datatracker will be required to have at least 12 characters and be
sufficiently complex."

Please pay attention and change you password if needed. You need to be
able to login to the datatracker if you plan to attend IETF-123.

The reason (stated in [1]) is to ease a planned migration to a better
authentication system, which seems reasonable to me.
