I think drawing a parallel with the SEIPD packet is instructive - the 
SEIPD entry in the packet types registry does not mention either CFB or 
AEAD, that's delegated to the version 1 and version 2 specifications. 
Keeping any explicit mention of "AEAD" out of the public key algorithms 
registry would be consistent with this precedent.
