[openpgp] IETF-125 - suggestion from interim is to not request an OpenPGP WG session

Hi all,

As the interim meeting we just had people seemed to prefer not
requesting an OpenPGP WG session at IETF-125. We have to make
that call this week, so if not meeting is the wrong thing to
do, please respond to this in the next day or so.

We can arrange another interim meeting either a bit before or
after IETF-125 as needed.
