[openpgp] 1pa3pc (approved certifications)

Hi, all.

keys.openpgp.org recently updated its FAQ[1] to explicitly mention that 
third-party signatures are distributed via KOO IFF they have a 1pa3pc[2] 
approval signature over them. This of course raised some questions from 
users about how they should create such a signature.

To the best of my knowledge, currently only Sequoia-PGP allows a user to 
create an approval signature. Does any other implementation support 
1pa3pc at the moment? Are any planning to implement it?
