The potential layering complications arising from the approach in the 
previous draft version seemed unfortunate to me.
This change strikes me as a significant simplification.

I also like that this formulates the goal of always using distinct 
digest constructions for the fingerprint and imprint. This feels like a 
more compelling justification for using two identifiers for the target 
key packet than the previous text offered.

I'm strongly in favor of this change.
