[openpgp] Hockeypuck v6 and PQC support now in beta

Hi, all.

I'm pleased to announce that I have just tagged hockeypuck 2.4-beta1.

2.4-beta1 has support for v6 keys and the four ML-* algorithms from 
draft-ietf-openpgp-pqc (i.e. the MUST and SHOULD algorithms). It also 
implements most of the HKPv2 requests defined in 
draft-gallagher-openpgp-hkp-10 [1], with the exception of `sendtoken` 
and `canonical`.

It is currently live on test.pgpkeys.eu, and is generally available for 
testing purposes.
