I suggest
*  Define a configuration language to specify rules/policies for invocation
of OPES services.
*  Specify all the interface(s) to the OPES core  required to support
specific application protocols.

If needed we can work on specific interfaces for HTTP and/or SMTP protocols
as a part of the second aspect.

Rest of Alex's comments seem ok to me.
