Not sure how it squares with people's ideas of IETF documents or work but I feel there is value having seen too scattershot and sometimes clueless an approach in what comes from the vendor community. I can't entirely fault them as I don't believe service providers or other users have presented a cohesive set of collective requirements. I think there's good value in developing and publishing such requirements and BCPs.
