I have read much of it but want to do a detailed mark-up/commentary
but haven't gotten around to it yet.  Apologies.  I plan to do so soon
and reply to the authors.

Not sure how it squares with people's ideas of IETF documents or work
but I feel there is value having seen too scattershot and sometimes
clueless an approach in what comes from the vendor community.
I can't entirely fault them as I don't believe service providers or
other users have presented a cohesive set of collective requirements.

I think there's good value in developing and publishing such
requirements and BCPs.

Whether the IETF or this list is the right place is something we could
debate, I suppose, but it seems to fit with my understanding of the
purpose of this list which www.ops.ietf.org lists as:
"for generic OPS-NM (Network Management) discussions"
