For what it's worth, my notes on this said

"bakker-sipping-3gpp-ims-xml-body-handling - never had a direct reference 
from 24.229, but specification is needed for IANA registration. Mary punted 
this to ADs last week. Need to ask if this needs expert review, if it's 
going to be AD-sponsored."
