Problems with Build of Jonah on NT

We are at step 10 of the instructions andthe = build command does not seem to work. What directory should we be in when issuing the " build setup_all " = command. Should we be putting a target directory on the endof the command?. We = tried this but it came back stating that the directory we specified was = not a directory but it is!!. If we leave a target off we only get FATAL Error message. Help please S.H.
