explicit tagging in CRMF ASN.1

I was just looking at the ASN.1 decriptions in Src/Include/Asn1/pkix_messages.h. Several (if not all) of the CRMF structures use EXPLICIT tagging (asn_explicit). The CRMF spec (draft-ietf-pkix-crmf-01.txt, April 1998) specifies a default of IMPLICIT tagging. Why is EXPLICIT tagging being used? If the default is IMPLICIT tagging, EXPLICIT tagging should only be used where the EXPLICIT label is used, or where a CHOICE or ANY is being tagged (X.208 26.7c ). Unless I'm missing something.
