request for IESG review of draft-ietf-pilc-2.5g3g-10.txt as BCP

Allison, Scott-

After many months in development, two working group last calls and many 
weeks spent on minor tweaks, the PILC working group has reached a rough 
consensus (and a final edit) on the document "TCP over Second (2.5G) and 
Third (3G) Generation Wireless Networks."  Version 10 
(draft-ietf-pilc-2.5g3g-10.txt) has been submitted to the IETF Secretariat 
today.   We would like the IESG to consider publication of this document as 
a BCP RFC.
