L2 triggers BOF

the TSV ADs do not feel that this is TSV work and engaged the INT ADs
in a discussion about what to do but that was not resolved to the point 
of getting a BOF chartered

I am also curious to know this. I have not received
any reply from ADs to our BOF application.
