A question of small MTUs

Kevin Lehey, John Heffner and I are working on a replacement for RFC1191 style
path MTU discovery (See RFC2923 for some of the reasons...).

In our current design there is an open question about what is the smallest MTU 
that is cost effective to discover dynamically.   Exclude situations where 
the skinny link is adjacent to one TCP endpoint (e.g. cell phones) because the 
stack can have direct knowledge of the link.

Asked another way, what is the smallest MTU that is (more than occasionally)
used as an intermediate link between general purpose systems?

(I also know about IP-over-foo-over-bar-over-baz-over-Ethernet)
