with the intent of improving the Internet area aspects of the IETF drafts.

The draft is readable and provides a basis for further work to address the
problem of overwhelming devices on low bandwidth links with unnecessary extra
traffic. Both IPv4 and IPv6 are considered.
Specific comments:
a) In the abstract, "problem space" is unclear. Possibly something similar to

would explain the main focus. As requirements are specified in the third
sentence of the first paragraph of the abstract and also in the title, this
can probably be dropped from the first sentence.
b) The document has been informed by requirements for marine networks, but
reference is also made to needs for industrial automation, small scale
AV systems and ad hoc sensor networks. Maybe it is possible to obtain
feedback from such stakeholders?
c) What network bandwidth and device hardware constraints should the resulting
work support? Maybe NMEA has supplementary quantitative to inform whether one
can judge if proposed solutions will be effective.
