The idea is that PolicyRule is basically just a "hub" that ties together some conditions, some actions, some time period conditions, some roles, etc. It's usable as it is "in production", for expressing real policies. PolicyCondition and PolicyAction, on the other hand, must in general be subclassed, since by themselves they are content-free.
