QoS Service Class usage in policy rules

I am refereing to the device-info draft (draft-ietf-policy-qos-device-info-model-08.txt)
have following querries regarding the usage of QoSService class.

1. The QoSService can be used for representing the service classes  like Gold/Silver.
Now how this can be related to the PolicyGroup.
Example : User Bob has goldservice.

2. How the QoSSubService related to PolicyCondition and PolicyAction classes.
If we use diffserv then can we give the Condition with classifierID and Action with Marker/Dropper/Scheduler ID ?
