(back from vacation now...) I have some nits I'll forward later, but
overall the document looks fine to me, so I'll start the last call.

I think BCP is the better categorization. Other IANA documents have
been issued as BCPs, and it doesn't really make sense to advance this
type of document along the standards track (how do we test for
interoperability?).

Regarding the IPR boilerplate, RFC 2026 requires all documents to have
it, though we haven't been consistent about enforcing it (until more
recently) except in cases where IPR was know to have been asserted.
