Yes, but for "Fast Reconnect" (or whatever it's called) to have any value,
everyone needing to use it would have to do it in the same way - it's a
different level of agreement than just how a secret is configured.  (And
even if they don't use CHAP, they still have to know how the PPP Identifier
fields will be generated by the peer for LCP and IPCP.)

A manufacturer trying to implement it would need to know how other
manfacturers have done so - doesn't that make it an interoperability issue?

If it's to be adopted by the CDMA2000 community (or whoever), it would need
to be documented somewhere. Maybe they could do it themselves somehow, but
what if some other group found a use for it - would they start from scratch
and maybe do it slightly differently?

Besides, if it is to be documented, isn't it more likely to be done properly
by the people most competent to do so (i.e. this working group)?
